Graduated from National Taras Shevchenko University of Kyiv by degree program of Philosophy. Main trends of scientific and scientific pedagogical work of Pobochiy I.A. are problems of political struggle in the process of making of modern Ukrainian state. Co-author of the textbook "Political Science", created in collaboration with the staff of the department. Pobochiy is the author of monographs "Conviction is our weapon", "Political struggle: prexeological dimension".
